FEHB Enrollment Changes

Open Season is the time of year to ensure that you have the right health, dental or vision insurance coverage for you and your family. It is also time to consider the money you can save on your out-of-pocket medical and dependent care expenses for the upcoming year.


Open Season will run from November 11 through December 9, 2019.

Most FEHB plans will see benefit and rate changes for the upcoming year. Some plans may drop out of the program, and others are changing their service areas or coverage options.  It is wise to review your coverage during this period to decide what coverage and premium best suits your needs for the upcoming year.


You can supplement your health insurance coverage by choosing dental and/or vision insurance coverage that will reduce your out-of-pocket costs for these types of care. You may also cancel your participation in these programs during this period.


You can not enroll, change your enrollment, or cancel your coverage in these programs outside the Open Season unless you experience a Qualifying Life Event (QLE), as described in the Table of Permissible Changes in FEHB Enrollment.

Who May Use OPM Form 2809

•Annuitants retired under the Civil Service Retirement System (CSRS) or Federal Employees Retirement System (FERS)

•Survivor annuitants under CSRS or FERS

•Former spouses

•Children and former spouses who are eligible for temporary continuation of coverage.

One such QLE is when you become "medicare eligible."  Use OPM Form 2809 when requesting a change of plan or option outside of the normal open season based on a "QLE."  


You may change your FEHB enrollment to any available plan or option at any time beginning 30 days before you become eligible for Medicare.  You may use this enrollment change opportunity only once.  You may also change your enrollment during the annual Open Season, or because of another event that permits enrollment changes (such as a change in family status).


Use OPM Form 2809 and the Table of Permissible Changes Code 2L (for retirees only).  Mail the completed OPM Form 2809 to OPM Retirement Operations Center, PO Box 45, Boyers, PA 16017-0045.  We recommend return receipt requested.
